2. Ros Roughton

Ros Roughton might just be the most powerful person you’ve never heard of. But now that she has taken over the primary care commissioning brief from Dame Barbara Hakin, that’s likely to change.

A graduate in Russian from Cambridge University and previously programme director for the development of the new commissioning architecture, working across the Department of Health and NHS England, she spent four years as director of strategy at NHS Yorkshire and the Humber earlier in her career.

Lauded by our panel for ‘being a great leader, accessible and human’ and for ‘her courage to tackle overlooked and complex issues such as sessional and female GPs’, she has certainly not risen without trace.

However, Ms Roughton is likely to find herself very much above the radar this year as GP commissioning enters its next phase of rapid change.
